- D01 – Complete business model of e-government processes dealing with fraud detection in the health care domain
This document describes the methodology for the documentation of the existing business processes for TSAY and RBH/NHS and the generation of improved business processes which will be supported by the iWebCare Platform. The results from the application of the methodology for the two organizations are presented and analyzed in order to produce functional and non-functional requirements for the Platform as well as identify potential data sources to be used in the automatic generation of fraud detection rules.

This document summarizes the results as achieved within the framework of the Pan-European Survey and subsequent analyses of the legal and organizational issues associated with fraud detection processes in the health care domain especially in the member states of the EU-25. For some comparative reasons the results from the same problem area from the outside of the EU like the UN, the OECD, the Council of Europe are also presented in this report.

- D04 – Generic methodology for the determination of fraud in different application domains of e-Gov services
The document aims to present the iWebCare methodology in its generalized form and demonstrate its application in the broader e-government area. The methodology is placed in the framework of risk management thought the connection of fraud with risk. Fraud is an operational risk. The methodology contributes to establishing the context of fraud management for the public organization and provides advanced ICT tools to identify unknown sources of fraud. The steps of the methodology include: understanding the fraud context, identifying types of fraud, targeting the iWebCare platform to the information system of the public organization and finally deploying this system.

This document provides a thorough description of the fraud detection rules that were acquired by the domain experts from TSAY and RBH concerning the two use cases of the iWebCare project about prescriptions and procurement respectively. Additionally, a formal representation of these rules into a rule specification language is given.

- D10 – State of the Art Overview on Data Analysis and Data Mining Tools and Selection of Algorithms
This document presents an overview of the existing approaches to fraud detection by automated analysis of data, i.e. data mining and statistics. The goal is to identify algorithms that are suitable for identifying unexpected patterns in data, predicting new cases of fraud, and helping fraud investigators to find suspicious cases in their data sets. Different approaches to analyzing data sets as they occur in eGovernment applications, and in particular in the field of electronic healthcare records, are described and their suitability for detecting fraud is investigated.

This document presents the iWebCare application testing procedure and results. The procedure investigates whether the software meets the criteria specified in D03 and is fully operational and error free. The methodology and the steps followed in order to validate the system are thoroughly described. Finally, the reader can view the report of the errors found during this procedure and they were dealt with by the software developers.
